The answer is that biology is unlike the other classic sciences (physics and chemistry), in that many cases / examples are compromises. Certain structures allow some functions whilst, at the same time, preventing others. It does not have to be perfect, only good enough to allow the individual to survive in it's current environment and outcompete others. Classic examples of this are: The human pelvis - allows bi-pedalism, but limits gestation period. The reflective tapetum lucidum at the rear of a cat's eye - allows vision in low light, but prevents good acuity. Link
